Amid reports that the U.S. under Donald Trump's presidency could withdraw from the Paris pact, the country's top climate envoy has expressed confidence that despite a change of government in America a durable global effort to counter climate change will be sustained. The summit was described as a historic moment, as the world's largest emitters of greenhouse gases vowed to cut global emissions of carbon dioxide, the main contributor to climate change.

Mr Trump's election has brought uncertainty about the USA role in the Paris deal, which calls on all countries to reduce or curb greenhouse gas emissions and encourages rich countries to help poor ones deal with climate change.

"The NDCs are at the very heart of the Paris Agreement - but like anything else they are words on paper unless there is implementation", said Helen Clark, head of the United Nations Development Programme, one of nine worldwide agencies and multilateral banks that have joined the partnership.

They included the United States, which represents about 14 percent of global emissions, and China which accounts for 25 percent.

India's emissions rose five per cent in 2015, the study said. Even without any official withdrawal, Trump can still undermine America's INDC pledge to reduce emissions by at least 26 percent by 2025, simply by not taking any of the necessary steps required to do so.

On Nov. 4, some of the world's biggest oil companies, including Saudi Aramco and Royal Dutch Shell (RDSa.L), pledged to invest $1 billion to develop climate-friendly technologies under the Paris Agreement.

"Elsewhere in the country a series of devastating floods has afflicted us since 2012, affecting more than 2 million people", he said.

He warned that, with worldwide agreements such as Paris, or the Iran nuclear accord, "the tradition has been you carry them forward across the administrations, particularly if once you actually examine them, they're doing good for us and binding other countries into behavior that will help us".

He said China had signed almost 30 memorandums of understandings on donating materials to developing countries in addressing climate change and had carried out numerous regional dialogues and exchange with southern countries.
