Haley reiterated the comments of Rex Tillerson, the U.S. secretary of state, who insisted that defeating Islamic State was the priority for the White House.
In his first interview as President Donald Trump's top national security adviser, Lt. Gen. H.R. McMaster on Sunday backed the USA missile attack on Syria last week, saying "we're prepared to do more", even as Russian officials hint that current USA strategy could mean war.
"What we've seen is, you know, in our meetings this week, we were told of the evidence", she said. "It just - if you look at his actions, if you look at the situation, it's going to be hard to see a government that's peaceful and stable with Assad".
Haley offered tougher talk on what the USA is willing to do in Syrian. "I mean, possibly. I wouldn't rule that out as a possibility", Thomas Wright, director of the Project on International Order and Strategy at the Brookings Institution, told Vox.
Mr Johnson said events in Syria had "changed the situation fundamentally" and he would go to G7 talks instead.
At least 70 people died in what the U.S. says was a chemical weapons attack in rebel-held Syria. "And clearly, Assad is not that person", she added.
But speaking on ABC News's "This Week", Tillerson emphasized that the Syrian people would eventually decide Assad's fate.
Speaking to his Syrian counterpart Bashar al-Assad over phone on April 9, Hassan Rouhani said that the recent U.S. airstrike on a military airbase in Syria has violated worldwide law and the Charter of the United Nations, IRNA news agency reported.
When asked about Washington's anti-Russia sanctions, the US Secretary of State said "there is no reason to be lifting sanctions". Marco Rubio criticized Tillerson for suggesting that the objective of defeating the Islamic State can be achieved as long as Assad remains in power. "It's not going to work", Rubio said.
Iran has provided crucial military and economic assistance to Assad throughout Syria's six-year civil war. "They're two sides of the same coin".
On Sunday, he will make his first network television interview appearances.
Johnson said Britain called on Russian Federation to do everything possible to bring about a "political settlement in Syria".
In related developments, Syria's state news agency SANA said Saturday hundreds more Syrian rebels and their families have left the last opposition-held neighborhood in the central city of Homs, under a Russia-brokered deal granting them safe passage to other areas of the country.
Tillerson is expected in Moscow for talks with Russian officials on Wednesday, under the twin clouds of Russia's alleged USA election meddling and its possible support for the Syrian regime's chemical weapons attack.
Pressed by host Chris Wallace pointed explain Tillerson's statements that destroying ISIS is the USA priority, McMaster responded: "That's exactly what we're saying". "First and foremost, we must defeat ISIS".
"Greater coordination between Iran, Syria and Russian Federation can be very effective in the fight against terrorism".
"And the resolution of the conflict will entail both of the elements that you're talking about", he continued. Lindsey Graham (R-S.C.), a frequent critic of the Trump administration.
Graham said while he believes troops will be needed to ultimately solve the Syrian problem and that sanctions should be pursued against Russian Federation, he said Trump's course of action has been encouraging.
The cabinet minister's intervention comes as the West unleashes a new diplomatic drive on the back of the retaliatory missile strikes launched by Donald Trump's USA administration.
