Special Counsel Robert Mueller is investigating the plot, which Flynn reportedly discussed with the Turkish delegation during a meeting in mid-December at the 21 Club in New York City.
Mueller is interested in the nature of the meeting between Flynn and Rohrabacher, according to NBC.
Mueller is now reported to have gathered sufficient evidence to bring charges against Flynn and his son, Michael Flynn Jr, which would bring his investigation another leap closer to Trump.
The fact that Flynn never registered as a foreign agent of Turkey - much like Manafort didn't register for doing work for Ukraine before he worked for Trump - gives fuel to a federal grand jury to indict him for that very omission.
"The claim made by Mr. Woolsey that General Flynn, or anyone else in attendance, discussed physical removal of Mr. Gulen from the United States during a meeting with Turkish officials in NY is false", Flynn spokesman Price Floyd said in a statement at the time.
Flynn disclosed that meeting, but not the one in December, when he registered as a foreign agent of Turkey in March, just weeks after he was sacked from the White House. The Daily Caller has reported that Flynn was contacted by DOJ's National Security Division on November 30.
Mueller is specifically examining whether the deal, if successful, would have led to millions of dollars in secret payments to Flynn, according to three sources familiar with the investigation.
Flynn is a central figure in Mueller's investigation because of conversations he had with then-Russian ambassador Sergei Kislyak previous year and because he waited until March to retroactively register with the Justice Department as a foreign agent for the work he did for a Turkish businessman. Flynn had written an op-ed in The Hill on Election Day calling on the US government to extradite Gulen.
