Shortly before Jolly brought a jar of larvae to the floor, House Democratic Leader Nancy Pelosi almost choked up speaking about babies born with Zika-tied microcephaly, calling the funding stalemate a "disgrace" and demanding anti-Zika efforts be funded for a year.
He delivered a short, angry speech condemning Congress for failing to pass legislation providing $1.1 billion to fight the virus.
Jolly said the mosquitoes in the container did not have Zika, but are capable of carrying the virus.
The Florida lawmaker said, "The politics of Zika are garbage right now".
The House approved funding for anti-Zika efforts, but attached a sure poison pill to the measure: the elimination of funding for Planned Parenthood. Jolly asked. "Members of Congress would run down the hall to the physician's office to be tested, they would spray themselves before coming down here".
Jolly said that anxiety "is the fear of Floridians, right here".
A Florida congressman appeared to threaten to unleash a virus on the U.S. House of Representatives over its inaction.
"I want my colleagues to appreciate the fear of Floridians".
