Charlotte police release full tape of Keith Lamont Scott shooting

Police in North Carolina released graphic camera footage of the shooting and death of a black man by officers in Charlotte last month.

Scott's shooting sparked protests across Charlotte, resulting in damaged property, a murder, assaults and dozens of arrests.

The full, unedited video taken by Scott's widow, Rakeyia Scott, includes a police officer shouting "Gun. Gun". Scott, who is facedown for the majority of the video, can be heard moaning repeatedly.

The video - like the dashcam footage and cellphone video recorded by Scott's wife - does not conclusively prove, or disprove, Charlotte-Mecklenburg police's account of the September 20 events, which was that Scott pointed a gun at officers, making them fear for their lives and therefore justifying their decision to pull the trigger. Approximately the first 20 seconds of the body-cam video shows before Scott is shot, as officers point guns at him.

Initially, Charlotte-Mecklenburg Police Chief Kerr Putney released only portions of police video, arguing it was unethical to show Scott dying. At least four shots can be heard in that video. The actual moment of the shooting can not be seen clearly.

Attorney Justin Bamberg represents the family of Keith Lamon Scott and said the latest video footage released by the police department sheds no new light on the situation.

"My belief is if it was in that section near his body, you would have seen it", Bamberg told the Charlotte Observer.

"Stay with us, bro, stay with us now", one officer says to Scott. His wife witnessed the shooting and also recorded video, which you can watch here. At approximately the 10:23 mark, handcuffs are removed, and by 10:48, an officer is conducting CPR on a quickly fading Scott. They cuff Scott, and then count his bullet wounds - one on his shoulder, one on his stomach, and one on his wrist. The shooting of Sylville Smith, who police said refused to put down his gun, touched off riots and violence in the city. That encounter ended in Scott being shot and killed. One protester was shot and killed, though not by police as initial reports speculated.

"That's the medic coming for you, boss, all right, they're on their way", another says.

The officers left the complex and returned with marked vehicles and equipment that identified them as police.

The funeral for Scott was cancelled because of Hurricane Matthew bearing down on the region.
